NOAA Tsunami Inundation DEMs
Bar Harbor, Maine
NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S.
coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and warning efforts
at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami
forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami
Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation,
propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various
sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of
Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local
government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of North
American Vertical Datum of 1988 (NAVD 88) and horizontal datum of World Geodetic System 1984 (WGS84). Grid spacings for the
DEMs range from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).
Developed for the Pacific Marine Environmental Laboratory (PMEL), NOAA Center for Tsunami Research program in support of NOAA's
tsunami forecasting and warning efforts.

This is a tiled map service showing color shaded relief visualizations of high-resolution digital elevation models (DEMs)
of U.S. coastal regions. NOAA's National Geophysical Data Center (NGDC) builds and distributes high-resolution coastal digital
elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict
changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social,
and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise,
contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard
mitigation and community preparedness. DEMs included in this visualization: High-resolution DEMs of select U.S. coastal communities
and surrounding areas. Most are at a resolution of 1/3 to 1 arc-second (approx 10-30 m); U.S. Coastal Relief Model: A 3 arc-second
(approx 90 m) comprehensive view of the conterminous U.S. coastal zone, Puerto Rico, and Hawaii; Southern Alaska Coastal Relief
Model: A 24 arc-second (approx. 500 m) model of Southern Alaska, spanning the Bering Sea, Aleutian Islands, and Gulf of Alaska.
This map service can be used as a basemap. It has a transparent background, so it can also be shown as a layer on top of a
different basemap. Please see NGDC's corresponding DEM Footprints map service for polygon footprints and more information
about the individual DEMs used to create this composite view.

Horizontal Positional Accuracy Report
The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon the DEM cell size and accuracy
of the input datasets used to determine corresponding cell values. Topography: 10 meters. Positional accuracy of input topographic
datasets limits accuracy of corresponding cell values in DEM. USGS NED DEM: 10 meters. City of Bar Harbor/Acadia National
Park Stereophotogrammetry: 10 meters. DEM cell-value relative-contribution factors: USGS NED DEM: 100, City of Bar Harbor
and Acadia National Park Stereophotogrammetry: 100. Bathymetry: 10 to a few hundreds of meters. Positional accuracy of input
bathymetric datasets limits accuracy of corresponding cell values in DEM. Multibeam sonar: 2-5 meters. ENC and NOS hydrographic
soundings: Early 20th-century soundings are limited by sparseness of deep-water soundings, and potentially large positional
accuracy errors of pre-satellite (i.e., GPS) navigation: 1 to several tens of meters.
Morphologic change along the coast also degrades the positional accuracy of ENC and NOS sounding values. DEM cell-value relative-contribution
factors: Multibeam sonar data: 100, NOS hydrographic soundings: 10, ENC hydrographic soundings: 1.
Vertical Positional Accuracy Report
The vertical accuracy of bathymetric and topographic features in the DEM is dependent upon the DEM cell size and the accuracy
of the input datasets used to determine corresponding cell values. Topography: up to 15 meters. Vertical accuracy of input
topographic datasets limits accuracy of corresponding cells in DEM. USGS NED DEM: 7-15 meters. City of Bar Harbor/Acadia National
Park Stereophotogrammetry: About 2 meters. DEM cell relative-contribution factors: NED: 10, Bar Harbor and Acadia National
Park Stereophotogrammetry: 100. Bathymetry: 0.1 meters to 5% of water depth. Vertical accuracy of input bathymetric datasets
limits accuracy of corresponding cells in DEM. Multibeam sonar: about 0.1 meter. Early 20th-century ENC and NOS hydrographic
soundings are limited by sparseness of deep-water soundings, and potentially large positional accuracy errors of pre-satellite
(i.e., GPS) navigation: several meters. Where present, multibeam sonar data supersede
ENC and NOS hydrographic sounding data values in DEM. DEM cell relative-contribution factors: Multibeam sonar data: 100, NOS
hydrographic soundings: 10, ENC hydrographic soundings: 1. Gridding interpolation to determine cell values between sparse
soundings in deep water degrades the vertical accuracy of some deep-water elevations.
NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building
the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps)
in ESRI ArcGIS and Applied Imagery's QT Modeler for identification of anomalous elevations or data inconsistencies. Where
elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region.
Older elevation surveys and/or lower-resolution datasets were deleted prior to building the DEM.
All datasets obtained by NGDC were converted to common horizontal and vertical datums using FME and VDatum. They were also
converted to common file formats for visualization and inspection.

Datasets were visually inspected with ArcGIS and Quick Terrain Modeler for identification and editing of data anomalies. Datasets
were then compared with overlapping datasets to ensure data consistency.

Coastline datasets were merged and adjusted to fit most current lidar topographic zero elevation line.

xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 1 arc-second grid that interpolated to fill
empty cells. Points extracted every 10 meters along the coastline were also included to ensure that the bathymetric grid reached
zero at the coast. The resulting Arc ASCII grid was imported into ArcGIS and clipped to the coastline to remove values over
land.

xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation
method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy
datasets.

The DEM was quantitatively evaluated by comparing it with source datasets and with elevation values extracted from NGS geodetic
monuments. It was visually evaluated by converting to UTM-zone coordinates (units of meters horizontally and vertically) and
then creating a slope grid to identify gridding artifacts in the DEM.
