NOAA Tsunami Inundation DEMs
Fort Bragg, California MHW
NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S.
coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and modeling efforts
at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami
forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami
Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation,
propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various
sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the Canadian Hydrographic
Service (CHS), the Puget Sound Lidar Consortium (PSLC), the Joint Airborne Lidar Bathymetry
Technical Center of Expertise (JALBTCX), Canadian Digital Elevation Data (CDED) and other international, federal, state, and
local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datums
of Mean High Water (MHW) and North American Vertical Datum of 1988 (NAVD 88) and horizontal datum of World Geodetic System
1984 (WGS 84). Grid spacings for the DEMs range from 1/3 arc-second (~10 meters) to 3 arc-seconds (~30 meters).
Developed for the Pacific Marine Environmental Laboratory (PMEL), NOAA Center for Tsunami Research program in support of NOAA's
tsunami forecasting and warning efforts.

This is a tiled map service showing color shaded relief visualizations of high-resolution digital elevation models (DEMs)
of U.S. coastal regions. NOAA's National Geophysical Data Center (NGDC) builds and distributes high-resolution coastal digital
elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict
changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social,
and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise,
contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard
mitigation and community preparedness. DEMs included in this visualization: High-resolution DEMs of select U.S. coastal communities
and surrounding areas. Most are at a resolution of 1/3 to 1 arc-second (approx 10-30 m); U.S. Coastal Relief Model: A 3 arc-second
(approx 90 m) comprehensive view of the conterminous U.S. coastal zone, Puerto Rico, and Hawaii; Southern Alaska Coastal Relief
Model: A 24 arc-second (approx. 500 m) model of Southern Alaska, spanning the Bering Sea, Aleutian Islands, and Gulf of Alaska.
This map service can be used as a basemap. It has a transparent background, so it can also be shown as a layer on top of a
different basemap. Please see NGDC's corresponding DEM Footprints map service for polygon footprints and more information
about the individual DEMs used to create this composite view.

Horizontal Positional Accuracy Report
The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon the DEM cell size and the accuracy
of the input datasets used to determine corresponding cell values. Topography: NED 1/3 arc-second DEM: 10 meters. Bathymetry:
a few tens of meters to several hundreds of meters. Positional accuracy of input bathymetric datasets limits accuracy of corresponding
cell values in DEM. Recent NOS hydrogarphic data: about 1 meter. Early 20th-century NOS hydrographic soundings are limited
by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: tens
to several hundreds of meters. Multibeam sonar: about 5 meters Where present, recent NOS hydrographic survey data and NGDC
multibeam supplant early 20th-centruy NOS hydrographic sounding.
Vertical Positional Accuracy Report
The vertical accuracy of bathymetric and topographic features in the DEM is dependent upon the accuracy of the input datasets
used to determine corresponding cell values. Topography: USGS NED 1/3 arc-second DEM: 7 to 15 meters, USGS NED 1/9 arc-second
DEM: approximately 1 meter depending on source, PSLC lidar: approximately 1 meter, CDED DEM: 5 to 10 meters. DEM cell relative-contribution
factors: USGS NED 1/3 arc-second DEM: 10. Bathymetry: 30 meters to 5% of water depth. Vertical accuracy of input bathymetric
datasets limits accuracy of corresponding cells in DEM. GPS-navigated NGDC multibeam sonar data: about 0.1 meter. Early 20th-century
NOS hydrographic soundings and some NGDC marine trackline geophysics data are limited by sparseness of deep-water soundings,
and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: several tens of meters. Where present, recent
NOS hydrographic data supersede early 20th-centruy NOS
hydrographic sounding data values in the DEM. Gridding interpolation to determine cell values between sparse NOS hydrographic
soundings degrades the vertical accuracy of elevations.
NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building
the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps)
in ESRI ArcGIS and Applied Imagery QT Modeler for identification of anomalous elevations or data inconsistencies. Where elevation
inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations
in the older and/or lower-resolution datasets were deleted prior to building the DEM.
All datasets obtained by NGDC were converted to common horizontal and vertical datums of NAD 83/WGS 84 geographic and MHW,
respectively, using VDatum or Proj4. They were also converted to common file format, xyz point files, for visualization and
inspection.

Datasets were visually inspected with ArcGIS and QT Modeler for identification and editing of data anomalies. Datasets were
then compared with overlapping datasets to ensure data consistency.

xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 1/3 arc-second grid that interpolated to
fill empty cells. Points extracted every 10 meters along the coastline were also included to ensure that the bathymetric grid
reached zero at the coast. The resulting grid was clipped to the coastline to remove values over land.

xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation
method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy
datasets. Gridding was performed in quadrants, each with a 5% data buffer.

The DEM was quantitatively evaluated by converting to UTM-zone coordinates (units of meters horizontally and vertically) and
then creating a slope grid to identify gridding artifacts in the DEM. A conversion grid was created using VDatum points to
convert the MHW Fort Bragg DEM to NAVD 88.

NOAA CSC compiled a vector shoreline using multi-temporal collection of NOAA coastal survey maps (T-sheets) ranging from 1901-1995.
Where T-sheets were unavailable, NOAAs Extracted Vector Shoreline (EVS) was used to compile seamless shoreline coverage throughout
