NOAA Tsunami Inundation DEMs
Elfin Cove MHHW
NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) to support individual
coastal States as part of the National Tsunami Hazard Mitigation Program's (NTHMP) efforts to improve community preparedness
and hazard mitigation. These integrated bathymetric-topographic DEMs are used to support tsunami and coastal inundation mapping.
Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the
U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal
Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private
companies. DEMs are referenced to various vertical and horizontal datums depending on the specific modeling requirements of
each State. For specific datum information on each DEM, refer to the appropriate DEM
documentation. Cell sizes also vary depending on the specification required by modelers in each State, but typically range
from 8/15 arc-second (~16 meters) to 8 arc-seconds (~240 meters).
Developed for the University of Alaska at Fairbanks (UAF), Geophysical Institute for tsunami and coastal inundation modeling
efforts for the State of Alaska.

This is a tiled map service showing color shaded relief visualizations of high-resolution digital elevation models (DEMs)
of U.S. coastal regions. NOAA's National Geophysical Data Center (NGDC) builds and distributes high-resolution coastal digital
elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict
changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social,
and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise,
contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard
mitigation and community preparedness. DEMs included in this visualization: High-resolution DEMs of select U.S. coastal communities
and surrounding areas. Most are at a resolution of 1/3 to 1 arc-second (approx 10-30 m); U.S. Coastal Relief Model: A 3 arc-second
(approx 90 m) comprehensive view of the conterminous U.S. coastal zone, Puerto Rico, and Hawaii; Southern Alaska Coastal Relief
Model: A 24 arc-second (approx. 500 m) model of Southern Alaska, spanning the Bering Sea, Aleutian Islands, and Gulf of Alaska.
This map service can be used as a basemap. It has a transparent background, so it can also be shown as a layer on top of a
different basemap. Please see NGDC's corresponding DEM Footprints map service for polygon footprints and more information
about the individual DEMs used to create this composite view.

Horizontal Positional Accuracy Report
The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon cell size and the accuracy of
the input datasets used to determine corresponding cell values. Positional accuracy of input topographic datasets limits accuracy
of corresponding cell values in DEM. USGS SRTM DEM: 15 to 30 meters. ASTER DEM: 30 meters. DEM cell-value relative-contribution
factors: SRTM: 1. ASTER: 1. Bathymetry: several hundred meters. Positional accuracy of input bathymetric datasets limits accuracy
of corresponding cell values in DEM. NOS hydrographic surveys, NOS BAGs, NOS ASCII grids, and USACE surveys (primarily in
dredged shipping channels): about 1 meter. Early 20th- century NOS hydrographic soundings are limited by sparseness of deep-water
soundings, and potentially large position accuracy of pre- satellite (i.e., GPS) navigation: tens to several hundreds of meters.
Morphologic change in inland rivers and along the coast also degrades the
positional accuracy of NOS soundings. Where present, NOS BAGs, NOS ASCII grids, and USACE survey data supplant NOS hydrographic
sounding data values in the DEM. DEM cell-value relative-contribution factors: ENC soundings: 100, USACE surveys: 100, NOS
BAGs: 100, NOS ASCII grid: 100, NGDC multibeam sonar surveys: 100, NOS hydrographic soundings: 10, City of Juneau harbor surveys:
10, CHS gridded bathymetry: 1, Trackline soundings: 0.1.

NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building
the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps)
in ESRI ArcGIS for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred,
the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or lower-resolution
datasets were deleted prior to building the DEM.
All datasets obtained by NGDC were converted to common horizontal and vertical datums of WGS84 geographic and Mean Higher
High Water, respectively, using Proj4, and GDAL. They were also converted to common file formats, ESRI point shapefiles or
xyz, for visualization and inspection.

Datasets were visually inspected with ArcGIS and QT Modeler for identification and editing of data anomalies. Datasets were
then compared with overlapping datasets to ensure data consistency.

xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 8 arc-second grid that interpolated to fill
empty cells. Points extracted every 10 meters along the coastline were also included to ensure that the bathymetric grid reached
zero at the coast. The resulting Arc ASCII grid was imported into ArcGIS and clipped to the coastline using GDAL to remove
values over land.

xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation
method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy
datasets. Gridding was performed with a 5% data buffer. The grid was imported in ArcGIS to create the final DEM.
