abstract:  NGDC's U.S. Coastal Relief Model (CRM) provides a comprehensive view of the U.S. coastal zone integrating offshore bathymetry with land topography into a seamless representation of the coast. The CRM spans the U.S. East and West Coasts, the northern coast of the Gulf of Mexico, Puerto Rico, and Hawaii, reaching out to, and in places even beyond, the continental slope. Bathymetric and topographic data sources include: NGDC's NOS hydrographic surveys and multibeam bathymetry; the U.S. Geological Survey (USGS); and other federal government agencies and academic institutions. Bathymetric contours from the International Bathymetric Chart of the Caribbean Sea and the Gulf of Mexico project were also used. Digital elevation models (DEMs) of the Great Lakes, Southern Alaska, and high-resolution DEMs of U.S. coastal communities and territories are also available.
purpose:  To provide long-term scientific data stewardship for the Nation's geophysical data, ensuring quality, integrity, and accessibility.

issueIdentification:  Named by primary coastal city, state in DEM.
otherCitationDetails:  NOAA???s National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions to support inundation modeling and community mitigation and resiliency efforts. These integrated bathymetric-topographic DEMs support tsunami forecast and warning from NOAA???s Tsunami Warning Centers. The DEMs are used in the MOST (Method of Splitting Tsunami) model developed by NOAA???s Pacific Marine Environmental Laboratory (PMEL) to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including federal and academia data archived at NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of Mean High Water (MHW) and horizontal datum of World Geodetic System 1984 (WGS84). Depending on the user requirements and available data, grid spacings for the DEMs range from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).

supplementalInformation:  The vertical datum for the source bathymetric data was generally mean sea level (MSL), but NGDC Tsunami Inundation DEMs were referenced to North American Vertical Datum of 1988 (NAVD 88). Source topographic data were also in either MSL or NAVD 88. The differences between these datums have been corrected to MSL, however the elevation values may not be as accurate as you might like or need. Assume a vertical accuracy no better than 1 meter for any elevation values in the CRM.

        report:  (DQ_AbsoluteExternalPositionalAccuracy)
            nameOfMeasure:  Horizontal Positional Accuracy Report
evaluationMethodDescription:  The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon the DEM cell size and the accuracy of the input datasets used to determine corresponding cell values. Topography: NED 1/3 arc-second DEM: 10 meters, SRTM/CGIAR 3 arc-second DEM: 90 meters. DEM cell-value relative-contribution factors: NED 1/3 arc-second DEM: 10, SRTM/CGIAR 3 arc-second DEM: 10. Bathymetry: a few tens of meters to several hundreds of meters. Positional accuracy of input bathymetric datasets limits accuracy of corresponding cell values in DEM. Recent NOS hydrogarphic data: about 1 meter. Early 20th-century NOS hydrographic soundings are limited by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: tens to several hundreds of meters. NGDC multibeam sonar: about 300 meters. Where present, recent NOS hydrographic survey data and NGDC multibeam supplant early 20th-centruy NOS hydrographic soundings. DEM cell relative-contribution factors: NOS hydrographic soundings: 10, NGDC Multibeam: 1, GEBCO 08: 0.1, bathymetric pre-surface grid: 0.1.Bathymetry-topography: NGDC Tsunami Inundation 1/3 arc-second DEMs: 10 meters, NGDC Tsunami Inundation 1 arc-second DEMs: 30 meters. DEM cell-value relative-contribution factors: NGDC DEMs: 100.

            nameOfMeasure:  Vertical Positional Accuracy Report
evaluationMethodDescription:  The vertical accuracy of bathymetric and topographic features in the DEM is dependent upon the accuracy of the input datasets used to determine corresponding cell values. Topography: NED 1/3 arc-second DEM: +/- 2.44 meters, SRTM/CGIAR 3 arc-second DEM: +/-10 meters. DEM cell-value relative-contribution factors: NED 1/3 arc-second DEM: 10, SRTM/CGIAR 3 arc-second DEM: 10. Bathymetry: 30 meters to 5% of water depth. Vertical accuracy of input bathymetric datasets limits accuracy of corresponding cells in DEM. GPS-navigated NGDC multibeam sonar sonar data: about 0.1 meter. Early 20th-century NOS hydrographic soundings and some NGDC marine trackline geophysics data are limited by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: several tens of meters. Where present, recent NOS hydrographic data supersede early 20th-centruy NOS hydrographic sounding data values in the DEM. The vertical accuracy of GEBCO 08 is dependent upon the data sets used to determine corresponding DEM cell values. DEM cell relative-contribution factors: NOS hydrographic soundings: 10, NGDC multibeam: 10, GEBCO 08: 0.1. Gridding interpolation to determine cell values between sparse NOS hydrographic soundings degrades the vertical accuracy of elevations. Bathymetry-topography: NGDC bathymetric-topographic DEMs: dependent upon input datasets.

        report:  (DQ_ConceptualConsistency)
measureDescription:  Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps) in ESRI ArcGIS and Applied Imagery QT Modeler for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or lower-resolution datasets were deleted prior to building the DEM.

            processStep:  (LE_ProcessStep)
description:  All datasets obtained by NGDC were converted to common horizontal and vertical datums of NAD 83 geographic and MSL, respectively, using FME or ArcGIS. They were also converted to common file format, ESRI point shapefiles or digital rasters, for visualization and inspection.

description:  Datasets were visually inspected with ArcGIS and QT Modeler for identification and editing of data anomalies. Datasets were then compared with overlapping datasets to ensure data consistency.

description:  xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 3 arc-second grid that interpolated to fill empty cells. Values over 0 meters in elevation were not used. The resulting Arc ASCII grid was imported into ArcGIS and clipped to the coastline to remove values over land.
                dateTime:
                  DateTime:  2013-06-25T00:00:00
            processStep:  (LE_ProcessStep)
description:  xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy datasets. Gridding was performed in individual 1 degree by 1 degree tiles, each with a 5% data buffer. The grids were imported in ArcGIS and seamlessly merged to create the final DEM.
