The data were collected for the floodplain mapping program for the state of North Carolina. The data were collected for the state in three phases: 1, 2, and 3. This metadata record describes that data that were in phase 1 of collection and fall within the Cape Fear and Lumber River Basins in central and eastern North Carolina. This area consists of 30 counties which are listed below in the Place Keywords field. The data were received by the NOAA Coastal Services Center from the U.S. Geological Survey (USGS) Center for Lidar Coordination and Knowledge (CLICK). For data storage and Digital Coast provisioning purposes, the CSC converted the data to geographic coordinates and ellipsoid (Geoid99) elevations. The data are unclassified. purpose: These data were collected and derived by the North Carolina Floodplain Mapping Program (www.ncfloodmaps.com) as part of its effort to modernize FEMA Flood Insurance Rate Maps (FIRM) statewide. Although created for specific use in the engineering aspects of floodplain delineation, the data were also developed to address the elevation data requirements of the broader geospatial data user community. The North Carolina Floodplain Mapping Program was established in response to the extensive damage caused by Hurricane Floyd in 1999. credit: Acknowledgement of the North Carolina Floodplain Mapping Program is appreciated when using the data set. This data set was developed for the North Carolina Floodplain Mapping Program by Greenhorne and O'Mara, Inc. Additional data development support was provided by 3Di Technologies, Inc. as subcontractor to Greenhorne and O'Mara and by Airborne1 Corp. and Sanborn Colorado, LLC as sub-tier suppliers to 3Di. status: (MD_ProgressCode) completed pointOfContact: (CI_ResponsibleParty) organisationName: NC Floodplain Mapping Program contactInfo: (CI_Contact) phone: (CI_Telephone) voice: 919-715-0408 address: (CI_Address) deliveryPoint: 4105 Reedy Creek Rd. city: Raleigh administrativeArea: NC postalCode: 27607 country: USA electronicMailAddress: hmorgan@ncem.org role: (CI_RoleCode) pointOfContact resourceMaintenance: (MD_MaintenanceInformation) maintenanceAndUpdateFrequency: (MD_MaintenanceFrequencyCode) unknown graphicOverview: (MD_BrowseGraphic) fileName: ftp://ftp.csc.noaa.gov/pub/crs/beachmap/qa_docs/nc/2001_NCFMP_Lidar_Phase1b.kmz fileDescription: This kmz file shows the extent of coverage for the 2001 North Carolina Floodplain Mapping Program Phase 1A lidar data set. fileType: kmz descriptiveKeywords: (MD_Keywords) keyword: Bathymetry/Topography keyword: LIDAR keyword: Lidar keyword: Elevation keyword: Full return keyword: Raw keyword: Contour keyword: Shapefile keyword: ESRI keyword: Elevation keyword: Flood keyword: Floodplain keyword: Hydraulic Modeling type: (MD_KeywordTypeCode) theme thesaurusName: (CI_Citation) title: None date: descriptiveKeywords: (MD_Keywords) keyword: United States keyword: North Carolina keyword: NC keyword: Coastal keyword: Cape Fear River Basin keyword: Lumber River Basin keyword: Alamance County keyword: Brunswick County keyword: Bladen County keyword: Caswell County keyword: Chatham County keyword: Columbus County keyword: Cumberland County keyword: Duplin County keyword: Durham County keyword: Forsyth County keyword: Guilford County keyword: Harnett County keyword: Hoke County keyword: Johnston County keyword: Lee County keyword: Lenoir County keyword: Montgomery County keyword: Moore County keyword: New Hanover County keyword: Onslow County keyword: Orange County keyword: Pender County keyword: Randolph County keyword: Robeson County keyword: Rockingham County keyword: Richmond County keyword: Sampson County keyword: Scotland County keyword: Wake County keyword: Wayne County type: (MD_KeywordTypeCode) place thesaurusName: (CI_Citation) title: None date: resourceConstraints: (MD_Constraints) useLimitation: These data depict the elevations at the time of the survey and are only accurate for that time. Error budgets and calibration values have been established that include GPS error of the aircraft location in space during flight, the angular error of the Inertial Measurement Unit resulting in error budget for aircraft platform attitude in pitch, roll and yaw, and the angular error in the LIDAR scan mirror position for each laser shot. These and other minor error budgets are used to derive the maximum horizontal position error of the LIDAR footprint on the terrain surface. Performance against this budget is checked with laboratory measurements and flight calibrations to assure conformance to specification. Further information on calibration reports can be obtained in these reports, available at: http://portal.ncdenr.org/web/lr/geodetic/floodplaininfo. result: (DQ_QuantitativeResult) valueUnit: BaseUnit: identifier: meters unitsSystem: value: Record: 1.0 report: (DQ_AbsoluteExternalPositionalAccuracy) nameOfMeasure: Vertical Positional Accuracy Report evaluationMethodDescription: See Cape Fear and Lumber River Basin Final Reports. result: report: (DQ_AbsoluteExternalPositionalAccuracy) nameOfMeasure: Vertical Positional Accuracy measureDescription: Internally collected QAQC points and qualified NGS Benchmarks were compared to interpolated TIN values for the LIDAR data sets. The difference was calculated as the QAQC value minus the LIDAR interpolated TIN value. The differences were then squared and summed. The resulting value was divided by the number of points compared to determine the mean. The square root of the mean was calculated to arrive at the Root Mean Square Error (RMSE) of the elevation differences, or RMSE(z). Acceptable values for RMSE would be 20cm or less for designated coastal counties and 25cm for inland counties. The county reports which have the county RMSE value are available at: http://portal.ncdenr.org/web/lr/geodetic/floodplaininfo. result: (DQ_QuantitativeResult) valueUnit: BaseUnit: identifier: meters unitsSystem: value: Record: 0.2 report: (DQ_CompletenessCommission) evaluationMethodDescription: Not provided result: report: (DQ_ConceptualConsistency) measureDescription: Proprietary algorithms exclude any points taken with Positional Dilution of Precision Values greater than 3; algorithms also exclude anomalous points (extremely high or extremely low values compared to the surrounding points). result: report: (DQ_QuantitativeAttributeAccuracy) nameOfMeasure: Quantitative Attribute Accuracy Assessment measureDescription: State QAQC points measured by the NCGS were compared to interpolated TIN values for the LIDAR data sets. Additional information on accuracy is contained in the county reports, which may be viewed at: http://portal.ncdenr.org/web/lr/geodetic/floodplaininfo. evaluationMethodDescription: LIDAR Bare Earth data were compared with NCGS QA/QC checkpoints. The 5% of points with the largest error were removed (outliers). For the NC Floodplain Mapping Program, the vertical accuracy for coastal counties is less than or equal to 20 cm RMSE. For mainland counties, the vertical accuracy of the elevation data is less than or equal to 25 cm RMSE. Accuracy by land cover type: Information on accuracy is contained in the county reports, which may be viewed at: http://portal.ncdenr.org/web/lr/geodetic/floodplaininfo. lineage: (LI_Lineage) processStep: (LE_ProcessStep) description: Production Narrative: Data collected were processed to determine that valid GPS values were achieved on all flights. The flight data was processed using proprietary automated algorithms that calculate the x, y, and z value of each point by combining GPS position of the aircraft, IMU attitude of the aircraft, range of the laser pulse, and scan angle of the laser scanner. Resulting data from each flight line was then compared to crossing and bordering flight lines to identify any residual pitch, roll or yaw errors. Data were also compared to calibration flights over airports in or adjacent to the Cape Fear and Lumber River Basins. Data were then edited in TerraModel by comparing contour lines, shaded relief models (hillshading) and points clouds within tiles and from one tile to the next. Finally, the data were compared to available ground survey data prior to submitting to the State for QAQC checks. dateTime: DateTime: 2002-05-31T00:00:00 processor: (CI_ResponsibleParty) individualName: Sean Morgan contactInfo: (CI_Contact) phone: (CI_Telephone) voice: 303-473-9100 address: (CI_Address) deliveryPoint: 3Di Corp deliveryPoint: 1770 Range St. Unit B city: Boulder administrativeArea: CO postalCode: 80301 country: USA role: (CI_RoleCode) processor processStep: (LE_ProcessStep) description: Lidar points were supplied to the USGS EROS Center. The files contained lidar elevation and intensity measurements. The data were unclassified, in State Plane coordinates, and were vertically referenced to NAVD88. CSC performed the following processing for data storage and Digital Coast provisioning purposes: 1. The data were converted from State Plane coordinates to geographic coordinates. 2. The data were converted from orthometric (NAVD88) heights to ellipsoidal heights using Geoid99. 3. The data were sorted by time. 4. The data were converted to LAZ format. dateTime: DateTime: 2012-12-01T00:00:00 processor: (CI_ResponsibleParty) organisationName: DOC/NOAA/NOS/CSC > Coastal Services Center, National Ocean Service, National Oceanic and Atmospheric Administration, U.S. Department of Commerce contactInfo: (CI_Contact) phone: (CI_Telephone) voice: 843-740-1200 address: (CI_Address) deliveryPoint: 2234 South Hobson Ave. city: Charleston administrativeArea: SC postalCode: 29405-2413 electronicMailAddress: csc.info@noaa.gov role: (CI_RoleCode) processor processStep: (LE_ProcessStep) description: The NOAA National Geophysical Data Center (NGDC) received lidar data files via ftp transfer from the NOAA Coastal Services Center. The LAS format is an industry standard for LiDAR data developed by the American Society of Photogrammetry and Remote Sensing (ASPRS); LAZ is a loseless compressed version of LAS developed by Martin Isenburg (http://www.laszip.org/). The data are exclusively in geographic coordinates (either NAD83 or ITRF94). The data are referenced vertically to the ellipsoid (either GRS80 or ITRF94), allowing for the ability to apply the most up to date geoid model when transforming to orthometric heights. dateTime: DateTime: 2013-04-03T00:00:00 processor: (CI_ResponsibleParty) individualName: Mike Sutherland organisationName: DOC/NOAA/NESDIS/NGDC > National Geophysical Data Center, NESDIS, NOAA, U.S. Department of Commerce contactInfo: (CI_Contact) phone: (CI_Telephone) voice: 303-497-6120 facsimile: 303-497-6513 address: (CI_Address) deliveryPoint: NOAA/NESDIS/NGDC E/GC1 325 Broadway city: Boulder administrativeArea: CO postalCode: 80305-3328 country: USA electronicMailAddress: mike.sutherland@noaa.gov hoursOfService: 7:30am-5:00pm Mountain role: (CI_RoleCode) processor return to top metadataMaintenance: (MD_MaintenanceInformation) maintenanceAndUpdateFrequency: (MD_MaintenanceFrequencyCode) annually dateOfNextUpdate: 2014-04-03 maintenanceNote: This metadata was automatically generated from the FGDC Content Standards for Digital Geospatial Metadata standard (version FGDC-STD-001-1998) using the 2013-01-04 version of the FGDC RSE to ISO 19115-2 for LiDAR transform. maintenanceNote: Translated from FGDC 2013-04-03T09:23:08.206-06:00 |
