The data were collected for the floodplain mapping program for the state of North Carolina. The data were collected for the state in three phases: 1, 2, and 3. This metadata record describes that data that were in phase 1 of collection and fall within the Neuse, Pasquotank, Tar-Pamlico, and White Oak River Basins in central and eastern North Carolina. This area consists of 33 counties which are listed below in the Place Keywords field. The data were received by the NOAA Coastal Services Center from the U.S. Geological Survey (USGS) Center for Lidar Coordination and Knowledge (CLICK). For data storage and Digital Coast provisioning purposes, the CSC converted the data to geographic coordinates and ellipsoid (Geoid99) elevations. The data are unclassified. purpose: These data were collected and derived by the North Carolina Floodplain Mapping Program (www.ncfloodmaps.com) as part of its effort to modernize FEMA Flood Insurance Rate Maps (FIRM) statewide. Although created for specific use in the engineering aspects of floodplain delineation, the data were also developed to address the elevation data requirements of the broader geospatial data user community. The North Carolina Floodplain Mapping Program was established in response to the extensive damage caused by Hurricane Floyd in 1999. credit: Acknowledgement of the North Carolina Floodplain Mapping Program is appreciated when using the data set. This data set was developed for the North Carolina Floodplain Mapping Program by EarthData International of North Carolina. Parts of the raw data acquisition were subcontracted to Horizons Inc. and 3001 Inc. status: (MD_ProgressCode) completed pointOfContact: (CI_ResponsibleParty) organisationName: NC Floodplain Mapping Program contactInfo: (CI_Contact) phone: (CI_Telephone) voice: 919-715-0408 address: (CI_Address) deliveryPoint: 4105 Reedy Creek Rd. city: Raleigh administrativeArea: NC postalCode: 27607 country: USA electronicMailAddress: hmorgan@ncem.org role: (CI_RoleCode) pointOfContact resourceMaintenance: (MD_MaintenanceInformation) maintenanceAndUpdateFrequency: (MD_MaintenanceFrequencyCode) unknown graphicOverview: (MD_BrowseGraphic) fileName: ftp://ftp.csc.noaa.gov/pub/crs/beachmap/qa_docs/nc/2001_NCFMP_Lidar_Phase1a.kmz fileDescription: This kmz file shows the extent of coverage for the 2001 North Carolina Floodplain Mapping Program Phase 1A lidar data set. fileType: kmz descriptiveKeywords: (MD_Keywords) keyword: LIDAR keyword: Lidar keyword: Elevation keyword: Full return keyword: Raw keyword: Contour keyword: Shapefile keyword: ESRI keyword: Elevation keyword: Flood keyword: Floodplain keyword: Hydraulic Modeling type: (MD_KeywordTypeCode) theme thesaurusName: (CI_Citation) title: Keywords date: descriptiveKeywords: (MD_Keywords) keyword: North Carolina keyword: NC keyword: Coastal keyword: Neuse River Basin keyword: Pasquotank River Basin keyword: Tar-Pamlico River Basin keyword: White Oak River Basin keyword: Beaufort County keyword: Camden County keyword: Carteret County keyword: Chowan County keyword: Craven County keyword: Currituck County keyword: Dare County keyword: Durham County keyword: Edgecombe County keyword: Franklin County keyword: Gates County keyword: Granville County keyword: Greene County keyword: Halifax County keyword: Hyde County keyword: Johnston County keyword: Jones County keyword: Lenoir County keyword: Martin County keyword: Nash County keyword: Onslow County keyword: Orange County keyword: Pamlico County keyword: Pasquotank County keyword: Perquimans County keyword: Person County keyword: Pitt County keyword: Tyrrell County keyword: Vance County keyword: Wake County keyword: Warren County keyword: Washington County keyword: Wayne County keyword: Wilson County type: (MD_KeywordTypeCode) place thesaurusName: (CI_Citation) title: Geographic Names Information System date: resourceConstraints: (MD_Constraints) useLimitation: These data depict the elevations at the time of the survey and are only accurate for that time. GPS data quality was evaluated post-flight to ensure sufficient quality for LIDAR data requirements and integration. GPS base maximum allowable distance between stations was established such that no more than a 50 mile radius occurred between occupations. Swath width of terrain covered in a single flightline for inland areas at an altitude of 12,000 feet AMT was approximately 3,411 meters, coastal areas at an altitude of 8,000 feet AMT was approximately 2,274 meters. Field of View for the Leica GeoSystems Aeroscan system used was 50 degrees project wide, or 25 degrees from nadir with a maximum of 5 returns collected for each pulse. Ground distance between flightlines for inland areas at 12,000 feet AMT was approximately 2,388 meters, for coastal areas at 8,000 feet AMT was approximately 1,592 meters. Nominal post spacing for finalized Bare Earth product was 3 meters. An average of 10-20 rapid static GPS survey collected ground control points were established per base airport project wide to detect and correct horizontal and vertical bias. Typically, 3 or more flightlines of LIDAR returns were collected for each airport lift, one of which being bi-directional for use in optimizing instrument boresight angles to account for aircraft pitch, yaw and roll. All post process collection quality assurance is achieved aided by airport cross and bi-directional flightlines, entire lift cross flightlines, and the use of surveyed ground control points. dateTime: DateTime: 2001-02-01T00:00:00 processor: (CI_ResponsibleParty) individualName: Harold Rempel organisationName: EarthData International of North Carolina positionName: LIDAR Production Manager contactInfo: (CI_Contact) phone: (CI_Telephone) voice: (336) 812-9121 address: (CI_Address) deliveryPoint: 1912 Eastchester Drive Suite 111 city: High Point administrativeArea: NC postalCode: 27265 country: USA electronicMailAddress: hrempel@earthdata.com role: (CI_RoleCode) processor processStep: (LE_ProcessStep) description: Checking for coverage and anomalies, Airport calibration, Production flightline calibration, and Removal of blunders dateTime: DateTime: 2001-02-01T00:00:00 processor: (CI_ResponsibleParty) individualName: Harold Rempel organisationName: EarthData International of North Carolina positionName: LIDAR Production Manager contactInfo: (CI_Contact) phone: (CI_Telephone) voice: (336) 812-9121 address: (CI_Address) deliveryPoint: 1912 Eastchester Drive Suite 111 city: High Point administrativeArea: NC postalCode: 27265 country: USA electronicMailAddress: hrempel@earthdata.com role: (CI_RoleCode) processor processStep: (LE_ProcessStep) description: Tiling Automated filtering for point classification, Manual editing to classify points, Quality control, Removal of all points not classified as bare earth dateTime: processor: (CI_ResponsibleParty) individualName: Harold Rempel organisationName: EarthData International of North Carolina positionName: LIDAR Production Manager contactInfo: (CI_Contact) phone: (CI_Telephone) voice: (336) 812-9121 address: (CI_Address) deliveryPoint: 1912 Eastchester Drive Suite 111 city: High Point administrativeArea: NC postalCode: 27265 country: USA electronicMailAddress: hrempel@earthdata.com role: (CI_RoleCode) processor processStep: (LE_ProcessStep) description: The methods used to develop these data for the North Carolina Floodplain Mapping Program are documented in LIDAR Bare Earth Mass Points and Breaklines Technical Document, available online at www.ncfloodmaps.com. dateTime: processor: (CI_ResponsibleParty) individualName: Harold Rempel organisationName: EarthData International of North Carolina positionName: LIDAR Production Manager contactInfo: (CI_Contact) phone: (CI_Telephone) voice: (336) 812-9121 address: (CI_Address) deliveryPoint: 1912 Eastchester Drive Suite 111 city: High Point administrativeArea: NC postalCode: 27265 electronicMailAddress: hrempel@earthdata.com role: (CI_RoleCode) processor processStep: (LE_ProcessStep) description: The lidar point data were received by the NOAA Coastal Services Center from the USGS Center for Lidar Coordination and Knowledge (CLICK) in las format. The LAS format is an industry standard for LiDAR data developed by the American Society of Photogrammetry and Remote Sensing (ASPRS); LAZ is a loseless compressed version of LAS developed by Martin Isenburg (http://www.laszip.org/). The data are exclusively in geographic coordinates (either NAD83 or ITRF94). The data are referenced vertically to the ellipsoid (either GRS80 or ITRF94), allowing for the ability to apply the most up to date geoid model when transforming to orthometric heights. dateTime: DateTime: 2013-02-20T00:00:00 processor: (CI_ResponsibleParty) individualName: Mike Sutherland organisationName: DOC/NOAA/NESDIS/NGDC > National Geophysical Data Center, NESDIS, NOAA, U.S. Department of Commerce contactInfo: (CI_Contact) phone: (CI_Telephone) voice: 303-497-6120 facsimile: 303-497-6513 address: (CI_Address) deliveryPoint: NOAA/NESDIS/NGDC E/GC1 325 Broadway city: Boulder administrativeArea: CO postalCode: 80305-3328 country: USA electronicMailAddress: mike.sutherland@noaa.gov hoursOfService: 7:30am-5:00pm Mountain role: (CI_RoleCode) processor return to top metadataMaintenance: (MD_MaintenanceInformation) maintenanceAndUpdateFrequency: (MD_MaintenanceFrequencyCode) annually dateOfNextUpdate: 2014-02-20 maintenanceNote: This metadata was automatically generated from the FGDC Content Standards for Digital Geospatial Metadata standard (version FGDC-STD-001-1998) using the 2013-01-04 version of the FGDC RSE to ISO 19115-2 for LiDAR transform. maintenanceNote: Translated from FGDC 2013-02-20T11:26:25.803-07:00 |
