2007 Northwest Water Manangement District Lidar: 5 Counties (Jackson, Calhoun, Washington, Liberty, Holmes)

LIDAR-derived binary (.las) files containing points classified as bare-earth and canopy (first return) were produced for the 2007/2008 Northwest Florida Water Management District - 5 Counties (Calhoun, Washington, Jackson, Liberty, Holmes), Florida lidar mapping project. ESRI GRIDs of bare earth points are also provided. The files were provided in a scheme of FDEM-derived 5,000 x 5,000 foot (1500 x 1500 meter) tiles. Horizontal mapping units are in UTM meters, vertical mapping units are in U.S. survey feet. The total mapping area covers approximately 2102 square miles.

      Supplemental Information: Lidar points are attributed with the following classifications: 1 - Unclassified 2 - Ground (bare earth) Lidar intensity values range from 0-255. Lidar return values range from 1-3. Flight line numbers range from 1-19. All deliverables meet specifications in contract. LAS Files meet ASPRS Classification Standards.
      Purpose: The purpose of the project is to produce accurate, high-resolution data for planning, analysis, and for use with other datasets. Merrick obtained LiDAR data over approximately 2,102 square miles covering all or portions of 5-Counties in Florida. The LiDAR data has been processed to result in a data set that is suitable for the future generation of 2-foot contours. These data will be used to support FEMA's Map Modernization Program through the creation of high-resolution digital elevation models (DEMs). These DEMs support a variety of applications, including improved floodplain delineation, hydrologic and hydraulic modeling, hazard mapping as well as other planning activities.

      Processing Steps
      • LIDAR data was collected using Merrick's ALS50 Phase 2 sensor. The raw data was verified in MARS software for complete coverage of the project area, and boresighted to align the flightlines. Raw data files were parsed into manageable client-specific tiles. These tiles were then processed through automated filtering that separates the data into different classification groups: error points, ground points, and canopy/building points. The data was next taken into a graphic environment to reclassify the erroneous points that may remain in the LIDAR point cloud after auto filter.
      • The NOAA Coastal Services Center (CSC) received files in LAS format. The files contained LiDAR intensity and elevation measurements. CSC performed the following processing on the data for data storage purposes and Digital Coast provisioning: 1. The data were converted from projected UTM (NAD83, Zone 16) coordinates to geographic (NAD83) coordinates 2. The data were converted from NAVD88 heights to ellipsoid heights using Geoid03 3. The LAS header fields were sorted by latitude and updated
      • The NOAA National Geophysical Data Center (NGDC) received lidar data files via ftp transfer from the NOAA Coastal Services Center. The data are currently being served via NOAA CSC Digital Coast at The data can be used to re-populate the system. The data are archived in LAS or LAZ format. The LAS format is an industry standard for LiDAR data developed by the American Society of Photogrammetry and Remote Sensing (ASPRS); LAZ is a loseless compressed version of LAS developed by Martin Isenburg ( The data are exclusively in geographic coordinates (either NAD83 or ITRF94). The data are referenced vertically to the ellipsoid (either GRS80 or ITRF94), allowing for the ability to apply the most up to date geoid model when transforming to orthometric heights.
