2007 Lake County Board of County Commissioners Topographic LiDAR: Lake

This metadata document describes the LiDAR point data in LAS format produced
by Kucera covering the project area of Lake County, FL. The data produced is satisfactory
for the generation of both 1' and 2' contours. The average point spacing for all tiles
is estimated to be 1 meter.

These data depict the elevations at the time of the survey and are only
accurate for that time. Users should be aware that temporal changes may
have occurred since this data set was collected and some parts of this data may no
longer represent actual surface conditions. Users should not use this data
for critical applications without a full awareness of its limitations. Any conclusions
drawn from analysis of this information are not the responsibility of NOAA
or any of its partners. These data are NOT to be used for navigational purposes.

At selected locations throughout the site, accurate GPS coordinates
and elevations are surveyed and the points are marked with targets.

The airborne GPS/INS data is processed, in both forward and reverse
directions, together with the simultaneously recorded ground-based GPS base station
data to determine the LiDAR sensor's angle and orientation in the terrain (project)
coordinate datum during the survey.

LiDAR data is processed using the GPS/INS solution. Data is classified
to produce a 'bald earth' surface and output to a LAS binary file format.

New LiDAR data is captured for the project area using a Leica ALS50
LiDAR instrument in conjunction with a POSAV Applanix GPS/INS system mounted within
a Piper Navajo twin prop airplane. Base-station receivers are operated on the ground
over known site points during the flyover to provide data necessary to reference the
instrument position and orientation measurements to the terrain coordinate system.
Altitude of flight was 6315' above mean sea level (AMSL).

The NOAA Coastal Services Center (CSC) received topographic files
in LAS format. The files contained lidar elevation and intensity measurements. The
data were received in Florida State Plane East (Zone 0901) Coordinates and were vertically
referenced to NAVD88 using the Geoid03 model. The vertical units of the data were
survey feet. CSC performed the following processing for data storage and Digital Coast
provisioning purposes: 1. The topographic las files were converted from orthometric
(NAVD88) heights to ellipsoidal heights using Geoid03. 2. The topographic las files
were converted from Florida State Plane East (survey feet) to Geographic coordinates
(decimal degrees). 3. The data were converted to LAZ format.

The NOAA National Geophysical Data Center (NGDC) received lidar data
files via ftp transfer from the NOAA Coastal Services Center. The data are currently
being served via NOAA CSC Digital Coast at http://www.csc.noaa.gov/digitalcoast/.
The data can be used to re-populate the system. The data are archived in LAS or LAZ
format. The LAS format is an industry standard for LiDAR
data developed by the American Society of Photogrammetry and Remote Sensing (ASPRS);
LAZ is a loseless compressed version of LAS developed by
Martin Isenburg (http://www.laszip.org/). The data are exclusively in geographic coordinates
(either NAD83 or ITRF94). The data are referenced vertically to
the ellipsoid (either GRS80 or ITRF94), allowing for the ability to apply the most
up to date geoid model when transforming to orthometric heights.
