        abstract:  The Physical Oceanographic Real-Time System (PORTS) is a program of the National Ocean Service that supports safe and cost-efficient navigation by providing ship masters and pilots with accurate real-time information required to avoid groundings and collisions. This technological innovation has the potential to save the maritime insurance industry from multimillion dollar claims resulting from shipping accidents. PORTS includes centralized data acquisition and dissemination systems that provide real-time water levels, currents, and other oceanographic and meteorological data from bays and harbors to the maritime user community in a variety of user friendly formats, including telephone voice response and Internet. Also, PORTS provides nowcasts and predictions of these parameters with the use of numerical circulation models. Telephone voice access to accurate real-time water level information allows U.S. port authorities and maritime shippers to make sound decisions regarding loading of tonnage (based on available bottom clearance), maximizing loads and limiting passage times without compromising safety.
        purpose:  PORTS measures and disseminates observations and predictions of water levels, currents, salinity and many meteorological parameters (e.g., winds, atmospheric pressure, visibility, etc.) needed by the mariner to navigate safely. The objectives of the PORTS program are to: promote navigation safety, improve the efficiency of U.S. ports and harbors and ensure the protection of coastal marine resources.

        supplementalInformation:  The key components of the PORTS system are 1) the measurement systems (typically water level, surface water current, MET, water conductivity and temperature), 2) the local Data Acquisition Systems (DAS) which obtain 6-minute data continuously from each sensor, perform preliminary QC and disseminate information in real-time to users and simultaneously to, 3) the Continuously Operating Real-time Monitoring System (CORMS) in Silver Spring, a 24x7 system of semi-automated data and system status review that is able to turn off the dissemination of invalid data to the real-time user and, lastly, 4) the National Ports Data Base (NPDB) that is being developed to quality assure, archive and manage the data after real-time application. The systems operate continuously and are developed and managed by NOAA/NOS for local partnerships with each local PORTS community. The local communities pay for installation and annual O>M. The size each PORTS varies considerably from location to location, with complex systems in Chesapeake Bay (all sensor types) to small systems with just a few water level stations. Requirement assessments are made for each PORTS after consultation with local user groups. Cost estimates are made and cooperative MOA's are implemented with representative agencies of each local PORT community.
