        abstract:  Measures vertical profiles of horizontal wind speed and direction (and temperature in many cases) in the lower troposphere to lower stratosphere.
        purpose:  Provides real-time high quality upper-air observations to NWS forecasters and numerical weather prediction models. Data from the approximately 50 stations are available every 30 to 60 minutes (worldwide). This allows for the continuous monitoring of the spatial and temporal evolution of the atmosphere, unavailable by other measurement techniques. Acquiring CAPs data and making it available to the NWS in real-time directly supports their mission to provide timely weather products and forcast services to the nation. Also supports atmospheric research, DOD activities, aviation (commercial flight routing related to fuel efficency, turbulence, and impacts to general aviation), homeland security and air pollution (real-time measurements of atmospheric winds, stability, dispersion), wind and temperature climatology, and weather modification.         supplementalInformation:  Boundary Layer Profilers also referred to as BLPs are small, relatively low-cost UHF Doppler radars used primarily to measure vertical profiles of horizontal winds. The BLPs have a minimum range of about 100 m above ground level (AGL), with range resolutions selectable from 60 m to 400 m. Depending on the configuration of the radar, and the atmospheric conditions, BLPs are capable of measuring wind up to about 3-5 km AGL. With the addition of an optional Radio Acoustic Sounding System (RASS), virtual temperature profiles up to about 1 km can also be obtained. Unlike the radars used in the NOAA Profiler Network, the CAPs sites are operated in many different ways, are owned by about 30 different agencies, and are optimized for different applications. Most BLPs report hourly winds, although some may generate wind profiles as often as every 10 minutes. The radars may be in fixed locations and operated continuously, or they may be portable, and operated only during field campaigns. Therefore, the list of profilers available via our Web displays will be dynamically updated. Major system components include: 1. The unattended, remotely located clear-air Doppler Radars. The wind (and temperature Profilers in many cases) are operated by many different government agencies, including ones in Japan and South America. 2. Communications--- from each of the remote CAPs sites, to our central processing facility, DHS in NOSA terms (located in Boulder, CO). A varity of communication methods are used to retreave the real-time data: Dial-up phone lines, FTP file transfer, internet, and GOES DCS. 3. Central processing and monitoring facility (DHS in NOSA terms), including the transmission of the resulting high quality data to the NWS (and other worldwide users). Remote CAPs site characterisitics vary greatly: Radar characteristics: Typically a solid state transmitter. Transmitter frequency; 50 MHz to 1200 MHz. Output power; 1-30 KW peak, ~100-1000 W average. Horizontally mounted phased array antenna, anywhere from a couple of meteres on a side to 100m X 100 m. one-way half-power beamwidth ~5-8 deg. 3 beams; vertical and 2 oblique beams. Oblique beams generally point toward the north and east, at an elevation of approximately 75 degrees. Radar typically operates with two (altitude)modes, low and high mode. Low mode measures the winds with increased vertical resolution at lower altitudes. High mode measures the winds with reduced resolution at higher altitudes. A profile of upper-level winds can be measured as short as every 5-10 minutes, or up to one hour. Primary output of the CAPs sites are high quality, 30 - 60 minute averaged wind and temperature profiles.

                  Record:  Normally, raw CAP data files are time-stamped using the starting time of their acquisition period. Data time-stamps used for data displays on this site are always the end-time of the acquisition period. The winds displayed at each height are averaged over the preceding hour (in the case of hourly winds), e.g., sub-hourly data processed between 1600-1700 UTC would be averaged and displayed with the time stamp of 1700 UTC. The displayed winds have all "passed" our single-station quality control requirements (continuity in height and time, and a requirement that good vertical beam data is present) and typically represent high quality data. RASS temperatures follow the same time stamp convention and have also passed single-station quality control. BLP Web products are created based on the reporting periods of a radars ranging from 1-hour to 10-minute cycles. Generally hourly resolution data are available by 30 minutes past the hour, and 30-minute resolution data are available 20 minutes past the end of their cycle.
