The Western States Seismic Policy Council (WSSPC) is a regional organization that includes representatives of thirteen states (Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming), three U.S. territories (American Samoa, Guam and Northern Mariana Islands), one Canadian Province (British Columbia) and one Canadian Territory (Yukon). The primary aims of the organization have been: to improve public understanding of seismic risk, to improve earthquake preparedness, and to provide a cooperative forum to enhance transfer of mitigation technologies at the local, state, interstate, and national levels. The Council is managed by a board of directors comprised of three state emergency management directors, three state geologists and one at-large state director and funded primarily by the Federal Emergency Management Agency. Hosting of the annual conferences have been rotated annually among the member states.

Two federal actions provided incentive for the establishment of the Western States Seismic Policy Council: passage of Public Law 95-124, in 1977, the Earthquake Hazards Reduction Act, and establishment of the National Earthquake Hazards Reduction Program the following year.
