Ventura County Office of Emergency Services

Earthquake preparedness is encouraged for everyone in California, yet information on earthquake safety is not widely available in a medium for the hearing-impaired. In 1987 the Ventura County Office of Emergency Services produced a special video on household-level preparedness, after researchers discovered that 11% of Ventura County residents are either deaf or have some form of hearing impairment. Silent Quake (1987, 42 minutes) is a signed, captioned, and narrated videotape of a deaf family's visit with a neighbor to discuss earthquake preparedness. It provides carefully presented, easily understood information on stocking a safety kit and food supplies for survival after an earthquake; securing heavy interior objects and a building's foundation; arranging with neighbors for communication and assistance after an earthquake; taking protective measures during an earthquake; handling damage to water, electrical, and gas lines; and assisting the injured.
