      <abstract>
        This dataset is the lidar data for Volusia County, Florida, approximately 1,432 square miles, acquired in early March of 2006.
A total of 143 flight lines of Lidar data were acquired in eleven sessions between 2-8 March 2006. This dataset is comprised of
1,591 LiDAR files, based on the Volusia County 5,000&apos; by 5,000&apos; sheet index system, in the LAS file format. The raw data was
collected at an average ground sample distance of 1-meter (3.3 ft), and the bare earth was classified and used as a basis for
the 2006 Volusia Countywide Digital Orthophoto Project. Lidar was collected to support DTM development suitable to generate
1 foot contours that meet 2 foot contour accuracy specifications. This data is not intended for engineering, design, water modeling,
or any other purposes other than as stated within this document.  This data is intended for orthophoto rectification purposes only.
The lidar data classifications in this data set are: unclassified, ground and high vegetation.
NOTE:  Please be aware that there are returns from the water surface that are classified as ground, as well as unclassified.

that meet National Map Accuracy Standards at a scale of 1:1200.  The accuracy of the DEM has not been tested. The horizontal
accuracy of the DTM/TIN is estimated to be at least 1.3 ft (39.62 cm) RMSE for unobscured points.

          The vertical accuracy of the TIN is 0.6 feet (18.28 cm) at the 95% confidence level for
unobscured points.
The user should exercise caution when working with mass points and breaklines within obscured/vegetation
polygons as this data may not meet the accuracy requirements as set forth for well-defined points.  The estimated vertical
accuracy of obscured points is 0.7 feet (21.34 cm) at the 95% confidence level.

          The LiDAR data was acquired using a Leica ALS50 from an altitude of 1,000-meters above ground level to
provide an average ground sample distance of 1-meter.  The scanner field of view was 44-degrees, and the scan rate was 33-hertz.
First and last return data was collected along with the signal return intensity.  Two redundant airborne GPS bases stations were
utilized during the data acquisition with maximum line-of-sight distance between the base station and aircraft of 20-km. The
LiDAR data was reduced using Grafnav (Waypoint Consulting) for GPS post-processing, PosProc (Applanix Crop) for IMU processing,
ALS50 Post Processor (LH Systems) to initial LiDAR processing, TerraScan (Terrasolid) for initial point classification, and
proprietary Woolpert developed software for refining the point classification and QC.
The LAS files contain 3 classifications:
1 = default which contains non ground features such as buildings, cars, trees, bridges, etc.;
2 = bare earth; and
5 = non ground from first return which contains trees, power lines, etc..

          The NOAA Coastal Services Center (CSC) received the files in LAS format. The files contained Lidar intensity
and elevation measurements.  The data was in Florida State Plane Projection and NAVD88 vertical datum.  CSC performed the
following processing to the data to make it available within the LDART Retrieval Tool (LDART):
1. The data were converted from Florida State Plane East, Zone 0901 coordinates to geographic coordinates.
2. The data were converted from NAVD88 (orthometric) heights to GRS80 (ellipsoid) heights using Geoid 03.
3. The vertical unit of measure for the data was converted from feet to meters.
4. The LAS data were sorted by latitude and the headers were updated.
