data set is the inventory for historical digital data set DSI-3290,
Summary 6 Hourly Data, also at NCDC.Major parameters are station
identification; year, month, day, and hour; data parameter being
inventoried; data measurement flag; quality flag; and the number of
times these two flags occur as a pair for the given station, date,
time, and parameter.

        Station Identifier: (STNID) is a 5-character alphanumeric string that uniquely 
specifies the station whose summary observation data is inventoried. This 
station identifier is the WBAN number and is assigned by NCDC. Station 
identifier ranges in value from 03103 through 94918.  

Year: (YEAR) is an integer that specifies the year of summary observation 
data inventoried. Year ranges in value from 1984 to 1998.  

Month: (MONTH) is an integer that specifies the month of summary observation 
data inventoried. Month ranges in value from 01 to 12.  

Day: (DAY) is an integer that specifies the day of summary observation data 
inventoried. Day ranges in value from 01 to 31.  

Hour: (HOUR) is an integer that specifies the hour of summary observation data 
inventoried.  Hour ranges in value from 00 to 24, and 99. Both values of 00 and 
24 represent midnight. The value of 99 is used to indicate missing or unknown. 
Hour is rounded up for minutes GT or EQ 30 contained in the summary observation data.

Element: (ELEM) is a 4-character alphanumeric string that specifies the 
meteorological element type of summary observation data inventoried. Element 
ranges in value are PRCP, SNOW, SNWD, TMAX, and TMIN. 

   PRCP - Accumulated precipitation for the six hourly period.                      
          Rainfall and melted precipitation are included.
   SNOW - Snowfall amount for the six hourly period.

   SNWD - Depth of snow observed for the six hourly period.

   TMAX - Maximum temperature for the six hourly period.

   TMIN - Minimum temperature for the six hourly period.

Data Measurement Flag: (FLAG1) is a single character.  Data measurement flag 
has the following range of values:

   A  Accumulated value through previously missing observation period(s)    
   T  Trace ( LT 0.005 inches for PRCP )
            ( LT 0.05 inches for SNOW )
            ( LT 0.5 inches for SNWD )
   b        Blank - Flag not needed

Data Quality Flag: (FLAG2) is a single character. Data quality flag has the 
following range of values:

   0  Observed data has passed all internal consistency checks
   2  Observed data has failed an internal consistency check - (subsequent       
      edited value follows observed value)
   3  Observed data has failed a consistency check (Low level of                
      confidence for observed value)
   4  Observed data value invalid - no edited value follows 
   E  Edited data value passes all system checks - no observed value            
      present
   S  Manually edited data passes all system checks
   !  Indicates a missing period that is contained in a subsequent              
      accumulated value (Data measurement flag, FLAG1, A )
   b  Blank - Flag not needed

Flag Pair Count: (FPCNT) is an integer that specifies the number of times 
that FLAG1 and FLAG2 occur together as a pair for the given station 
identifier, year, month, day, hour, and element for the summary observation 
data. Flag pair count ranges in value from 001 through 004.
