NOAA Tsunami Inundation DEMs
Eureka, California MHW
NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and warning efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to a variety of vertical datums and horizontal datum of World Geodetic System of 1984 (WGS84). Cell size for the DEMs ranges from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).
Developed for the Pacific Marine Environmental Laboratory (PMEL), NOAA Center for Tsunami Research program in support of NOAA's tsunami forecasting and warning efforts.

The DEM Global Mosaic is an image service providing a global, seamless bathymetry/topography mosaic that includes NCEI's ETOPO 2022, NCEI's Continuously Updated DEM (CUDEM), and other NCEI-stewarded DEMs, along with regional grids such as IBCAO, IBCSO and the Hawaiian Island Multibeam Synthesis (University of Hawaii). This service provides elevation/depth values in meters; for a visualization of the data, please see the related DEM Global Mosaic (Color Shaded Relief) service. There are 5 related image services providing access to Digital Elevation Models: DEM Mosaic (Individual DEMs), DEM Global Mosaic (Elevation Values), DEM Global Mosaic (Color Shaded Relief), CUDEM Mosaic (Elevation Values), and CUDEM Mosaic (Color Shaded Relief). NCEI builds and distributes high-resolution, coastal digital elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social, and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise, contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard mitigation and community preparedness. This service is a general-purpose global, seamless bathymetry/topography mosaic. It combines DEMs from a variety of near sea-level vertical datums, such as mean high water (MHW), mean sea level (MSL), and North American Vertical Datum of 1988 (NAVD88). No conversion/harmonization of vertical datums was performed. Because the mosaic contains 'overviews' for performance, individual DEMs cannot be separated from the others. Individual DEMs, or smaller subsets, are available in the companion DEM Mosaic (Individual DEMs) image service. By default, the DEMs are drawn in order of cell size, with higher-resolution grids displayed on top of lower-resolution grids. If overlapping DEMs have the same resolution, the newer one is shown. Please see NCEI's corresponding DEM Footprints feature service for polygon footprints and more information about the individual DEMs used to create this composite view.

This service provides data from many individual DEMs combined together as a mosaic. By default, the rasters are drawn in order of cell size, with higher-resolution grids displayed on top of lower-resolution grids. If overlapping DEMs have the same resolution, the newer one is shown. Alternatively, a single DEM or group of DEMs can be isolated using a filter/definition query or using the "Lock Raster" mosaic method in ArcMap. NOAA created the National Centers for Environmental Information (NCEI) by merging NOAA's National Climatic Data Center (NCDC), National Geophysical Data Center (NGDC), and National Oceanographic Data Center (NODC), including the National Coastal Data Development Center (NCDDC), per the Consolidated and Further Continuing Appropriations Act, 2015, Public Law 113-235. NCEI launched publicly on April 22, 2015.

Horizontal Positional Accuracy Report
The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon DEM cell size and the accuracy of the input datasets used to determine corresponding cell values. Topography: 10 meters due to DEM cell size. Lidar: less than 5 meters. NED: 10 meters. DEM cell-value relative-contribution factors: GEON and CRWQCB Lidar: 100, , Digitized features: 100, CSUMB Lidar: 10, NED: 1, CSC coastal lidar: .01. Bathymetry: 10 to several tens of meters. Positional accuracy of input bathymetric datasets limits accuracy of corresponding cell values in DEM. NOS, CSUMB and CCOM-JHC multibeam sonar: about 5 meters. Early 20th-century NOS hydrographic soundings are limited by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: tens to several tens of meters. Morphologic change in inland rivers and along the coast also degrades the positional accuracy of DEM features. Where present, multibeam sonar data supplant NOS hydrographic sounding data values in the DEM. DEM cell-value relative-contribution factors: USACE survey data: 100, ENC soundings: 100, Multibeam sonar data: 100 to 10, NOS hydrographic soundings: 10.

Vertical accuracy of input bathymetric datasets limits accuracy of corresponding cells in DEM. GPS-navigated NOS, CCOM-JHC and CSUMB multibeam sonar : about 0.1 meter. Early 20th-century NOS hydrographic soundings are limited by sparseness of deep-water soundings, and potentially large position accuracy of pre-satellite (i.e., GPS) navigation: several meters. Where present, multibeam sonar data supersede NOS hydrographic sounding data values in DEM. DEM cell relative-contribution factors: USACE survey data: 100, ENC soundings: 100, Multibeam sonar data: 100 to 10, NOS hydrographic soundings: 10. Gridding interpolation to determine cell values between sparse NOS hydrographic soundings in deep water degrades the vertical accuracy of deep-water elevations.
NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps) in ESRI ArcGIS for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or lower-resolution datasets were deleted prior to building the DEM.
All datasets obtained by NGDC were converted to common horizontal and vertical datums of NAD 83 geographic and NAVD 88, respectively, using FME and VDatum tool. They were also converted to common file format, ESRI point shapefiles, for visualization and inspection.

xyz files of the bathymetric data were surfaced using GMT's 'surface' tool onto a 1 arc-second grid outside Humboldt Bay and 1/3 arc-second inside the bay that interpolated to fill empty cells. Points extracted every 10 meters along the coastline were also included to ensure that the bathymetric grid reached zero at the coast. The resulting Arc ASCII grid was imported into ArcGIS and clipped to the coastline to remove values over land.

xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy datasets. Gridding was performed in quadrants, each with a 5% data buffer. The grids were imported in ArcGIS and seamlessly merged to create the NAVD 88 DEM.

The NAVD 88 was quantitatively evaluated by comparing with source datasets and with elevation values extracted from NGS geodetic monuments. It was visually evaluated by converting to UTM-zone coordinates (units of meters horizontally and vertically) and then creating a slope grid to identify gridding artifacts in the NAVD 88 DEM.

A conversion grid that models the relationship between NAVD 88 and MHW was created using data points and the VDatum transformation tool. This conversion grid was added to the NAVD 88 DEM to generate the MHW DEM.

The Data Stewardship Maturity Matrix (DSMM) is a unified framework that defines criteria for each of nine components based on measurable practices, which can be used to apply a progressive, 6-level rating to an individual dataset, representing stewardship maturity stages rated as Not Assessed or Not Available (Level 0), adHoc (Level 1), minimum (Level 2), intermediate (Level 3), advanced (Level 4), and optimal (Level 5).
