where the latitude/longitude postfix "N/S/E/W" indicates the hemisphere;
data are in degrees and minutes.

The Index field is designed for searching, since the latitude-longitude
fields are not set up to be parsed as numeric data:

	1st digit = quadrant:	1 = NE (0-180E, 0-90N)
							2 = NW (0-180W, 0-90N)
							3 = SW (0-180W, 0-90S)
							4 = SE (0-180E, 0-90S)

	2-3rd digits = Latitude (degrees)
	4-6th digits = Longitude (degrees)
	
The index is keyed to the lower-right (SE) corner of the 1-degree square in
the Northern Hemisphere, and to the upper-right (NE) corner in the Southern
Hemisphere.
