NOAA Tsunami Inundation DEMs

NOAA's National Geophysical Data Center (NGDC) is building high-resolution digital elevation models (DEMs) for select U.S. coastal regions. These integrated bathymetric-topographic DEMs are used to support tsunami forecasting and warning efforts at the NOAA Center for Tsunami Research, Pacific Marine Environmental Laboratory (PMEL). The DEMs are part of the tsunami forecast system SIFT (Short-term Inundation Forecasting for Tsunamis) currently being developed by PMEL for the NOAA Tsunami Warning Centers, and are used in the MOST (Method of Splitting Tsunami) model developed by PMEL to simulate tsunami generation, propagation, and inundation. Bathymetric, topographic, and shoreline data used in DEM compilation are obtained from various sources, including NGDC, the U.S. National Ocean Service (NOS), the U.S. Geological Survey (USGS), the U.S. Army Corps of Engineers (USACE), the Federal Emergency Management Agency (FEMA), and other federal, state, and local government agencies, academic institutions, and private companies. DEMs are referenced to the vertical tidal datum of Mean High Water (MHW) and horizontal datum of World Geodetic System 1984 (WGS84). Cell size for the DEMs ranges from 1/3 arc-second (~10 meters) to 3 arc-seconds (~90 meters).
Developed for the Pacific Marine Environmental Laboratory (PMEL), NOAA Center for Tsunami Research program in support of NOAA's tsunami forecasting and warning efforts.

This is an ArcGIS image service showing color shaded relief visualizations of high-resolution digital elevation models (DEMs) of U.S. coastal regions. NOAA's National Geophysical Data Center (NGDC) builds and distributes high-resolution coastal digital elevation models (DEMs) that integrate ocean bathymetry and land topography to support NOAA's mission to understand and predict changes in Earth's environment, and conserve and manage coastal and marine resources to meet our Nation's economic, social, and environmental needs. They can be used for modeling of coastal processes (tsunami inundation, storm surge, sea-level rise, contaminant dispersal, etc.), ecosystems management and habitat research, coastal and marine spatial planning, and hazard mitigation and community preparedness. DEMs included in this visualization: High-resolution DEMs of select U.S. coastal communities and surrounding areas. Most are at a resolution of 1/3 to 1 arc-second (approx 10-30 m); U.S. Coastal Relief Model: A 3 arc-second (approx 90 m) comprehensive view of the conterminous U.S. coastal zone, Puerto Rico, and Hawaii; Southern Alaska Coastal Relief Model: A 24 arc-second (approx. 500 m) model of Southern Alaska, spanning the Bering Sea, Aleutian Islands, and Gulf of Alaska. This map service can be used as a basemap. It has a transparent background, so it can also be shown as a layer on top of a different basemap. Please see NGDC's corresponding DEM Footprints map service for polygon footprints and more information about the individual DEMs used to create this composite view.

Horizontal Positional Accuracy Report
The horizontal accuracy of bathymetric and topographic features in the DEM is dependent upon DEM cell size and the accuracy of the input datasets used to determine corresponding cell values. Topography: ~30 meters (1 arc-second). SRTM - 30 to 90 meters, USGS EAARL Lidar - 1 meter; USGS EAARL Lidar supplant SRTM data values in the DEM. DEM cell relative-contribution factors: USGS EAARL Lidar - 100, SRTM - 10. Cell size limits accuracy of corresponding cell values in DEM. Bathymetry: 30 to several hundred meters. Positional accuracy of input bathymetric datasets and DEM cell size limit accuracy of corresponding cell values in DEM. USGS EAARL Submerged Topographic Lidar, USGS Interfermetric bathymetry - WAAS/DPGS, CCMA and UVI multibeam - about 1 meter; NGDC multibeam sonar grids - 90; early 20th-century NOS soundings are limited by sparseness of deep-water soundings, and potentially large positional accuracy of pre-satellite (i.e., GPS) navigation - several hundred meters. Where present, USGS Submerged Topographic Lidar, CCMA and UVI multibeam survey data and NGDC multibeam sonar grids supplant NOS hydrographic soundings, Trackline soundings, ENC soundings, and digitized chart soundings in the DEM. DEM cell relative-contribution factors: CCMA multibeam grids - 100, UVI mulitbeam grids - 100, NGDC multibeam grids - 100; USGS EAARL Submerged Topographic Lidar - 100, NOS hydrographic soundings - 100, ENC soundings - 10, Digitized Chart soundings - 10, Trackline soundings - 1.

DEM cell relative-contribution factors: CCMA multibeam - 100, UVI multibeam - 100, NGDC multibeam sonar grids - 100, NOS hydrographic soundings - 100, USGS submerged topographic lidar - 100, ENC soundings - 10, Digitized chart soundings - 10, Trackline soundings - 1. Gridding interpolation to determine values between sparse NOS hydrographic soundings in deep water degrades the vertical accuracy of deep-water elevations.
NGDC made every effort to obtain all available digital topographic and bathymetric datasets in the region for use in building the DEM.
Datasets were visually compared internally and externally (with other overlapping datasets and satellite images and maps) in ESRI ArcGIS for identification of anomalous elevations or data inconsistencies. Where elevation inconsistencies occurred, the most recent and/or highest resolution data set was selected for use in that region. Elevations in the older and/or lower-resolution datasets were deleted prior to building the DEM.
All datasets obtained by NGDC were converted to common horizontal datums of WGS 84 geographic, respectively, using FME. They were also converted to common file formats, ESRI point shapefiles and xyz files, for visualization and inspection.

Conversion grids were created to convert all data from common vertical datums of MHW. Grids were created using the difference values from tide stations from the Virgin Islands Region and the Inverse Distance Weighting tool in ArcMap. Data were converted to MHW by subtracting the grid value from the data elevation value.

Datasets were visually inspected with ArcGIS for identification and editing of data anomalies. Datasets were then compared with overlapping datasets to ensure data consistency.

Multibeam sonar surveys were gridded to 3 arc-second spacing (~90 meters) using MB-System's 'mbgrid' tool. The resulting Arc ASCII grids were imported into ArcGIS.

xyz files of the bathymetric data were surfaced using ESRI's ArcGIS onto a 3 arc-second grid that was then converted to an xyz file.

xyz files for each input dataset were gridded using MB-System's 'mbgrid' tool, which utilizes a high-tension spline interpolation method to fill grid cells with no input elevation values. Preferential weighting was given to more recent, higher-accuracy datasets.

The DEM was quantitatively evaluated by comparing with NGS geodetic monuments. It was visually evaluated by converting to UTM-zone coordinates (units of meters horizontally and vertically) and then creating a slope grid to identify gridding artifacts in the DEM.
